Paul Keaton opened the meeting at 6:40pm.
Kabir moved to approve the minutes. Alex seconded. Passed unanimously.
Resident Manager’s Report by Julie Morris:
Lot 81, sewer backed up and geysered from the clean out near the home. Sewage ran down the sidewalk. Cleaned up but it is continuous problem.
Loretta suggested that we go through ACC and Douglas Sullivan and find out if they are responsible. Enzo made the suggestion that we raise the stack.
Julie called Western Disposal about damage to blacktop from the trucks. The trucks do not use the second set of wheels when entering the park because they cannot make the turn. She talked to the rep about it and we’ll see if some accommodation can be made. She also asked them to take away two of the containers at the washroom.
Called Boulder tree about #43’s antennae and broken facia board on the patio awning from the tree trimming done earlier. They will fix it.
Yard clean up is progressing, though some residents who had cleaned up their yards have gotten worse.
An outside light was requested for the area in front of lots #34A-#35B. Loretta explained that Xcel would put in an area light for little cost. MHA asked Hast & Co. to look into the cost of an area light and they will do so.
Lucy Shelton in #34A died just after Christmas.
Sandy Denny will check on county programs to help clean up homes and see if it is applicable to help other residents who need their homes and yards cleaned up.
Management committee approved application for a new shed in #35A.
Alex asked why the birdhouses perched on the tree stumps near Lea Lucas’s home disappear? A resident who lives nearby takes them, she is afraid of the wasps that live in them.
Some residents have taken the white picket fence sections that were once stored in Dick Wilcoxen’s yard (#28) and have erected unsightly and unsupported fences in their own yards. Fences that have been placed and not properly erected need to be taken down. Julie has spoken to residents about having them put up correctly. Residents have ignored her.
Loretta announced that she is going to retire and her position will be taken by Sandy Denny.
People on university project, #81, keep calling Loretta saying they have no water, electricity and many sewer problems. What should Loretta do? Paul suggested we send Enzo out there to find the water supply. Mark made the suggestion that if that doesn’t work they go to Roger of Mobile Home Maintenance to do the work. It is part of a homeowner getting the work done when he brings in a new home. Since we have poor documentation of current infrastructure, it is difficult to solve the situation. Solution is to send Enzo first to see if he can find the water supply and then talk to Jonathan Machen, who is the MHA lead on the project, and let him work on it.
The home removed at #145 is still in storage but we have at last gotten the VIN number on it. Loretta will continue to work toward acquiring ownership and getting rid of the home. Steve Money of Regency got the VIN #. Steve also has people coming from out of state and they are looking at Mapleton for a home. The people want just the lots.
Leases on the Park: 25-26 people have not signed the lease or signed a form. Julie Nichols, Julie Morris and Enzo will go door to door to get the documents signed. Everything is ready to go. Loretta made the suggestion that it be done this week.
As of the end of January, 19 residents owed past due at $26,000. Take out the people in dispute, and the number is reduced by $5000. Also, one resident who was up around $5000, paid much of it down and now owes $750. Some residents are in arrears because they have not yet signed leases and are being charged Market Rate rents. Another resident’s balance is up $5000 but the resident has a $5000 security deposit. In a sense the resident doesn’t have an arrears since we have a deposit for the same amount. When the residents in dispute and those who have just recently come in to payoff back rent are taken out of the arrears equation, arrears is reduced to less than $12,000. Better picture than it was, steady improvement.
Financials
January expenses were over budget plumbing was way over for the month, but under so far for the year. Tree trimming expense went into grounds maintenance. Total budget for grounds maintenance is $21,500, so over this month is not important. Utilities - sewer and trash were over budget. Sewer increase because of city increases of 20%. Over budget in utilities by $1485.00. Insurance liability insurance was paid in February.
Taxes came in. The city ha not paid taxes and we had no clue what to budget. We have paid to date $7200. Barbara received a bill for $18,000 for the year in property taxes. Net income for the year so far was $62,000, but the tax bill reduced that by $16,000.
Barbara will look into the tax situation.
Last year’s net income was $69,000. So far this year, the net income is $45,000.
MHA Executive Board and Management Committee will meet at Kabir’s home, Monday, March 13th to discuss what to do with the net income of the MHA.
Committee Reports:
Kabir gave the Management Committee’s report. The committee has had very little work to do aside from improvement approvals for residents.
Mark gave the finance report. The MHA’s fiscal year is now in synch with Thistle’s. Our accountant has been working with MHA Treasurer, Silvia Gentile to work out our tax returns for this year. Most importantly, the question of the MHA’s status vis a vis the income of the Park has been decided. According to our accountant and the Federal Government, the MHA has to report the Park’s income from residents’ rents as income of the MHA.
Mark gave the infrastructure update. Infrastructure continues to wait on approval by the city’s Planning Department. The earliest possible date to begin infrastructure is most likely June, though there is a slim chance for May. Starting hinges on the Planning Department approving tech documents and then the building permits being issued. Turn around time for the tech docs is 4-6weeks and they will be submitted for the second time in March. Hopefully all the problems indicated by Planning will be addressed. Meantime, Bill Windsor continues to look for more funding and grants. He recently picked up another grant of $400,000, which means another 10-15 homes can be brought on line.
Barbara gave the report. We continue to screen people and do background checks for new residents. No resales though currently 7 homes are for sale. Julie Nichols is putting together a seller’s packet. Loretta asked if the rental application is in the packet. It’s a great idea. Julie will call Holly to get a copy of the rental application.
National CLT conference coming up in July. If any body knows someone who can volunteer, please send them along to TCH.
A group of Naropa students has asked to do a community assessment survey of Mapleton Park. It is low impact and residents will be asked to volunteer their time for the interviews. Executive Board and Management committee unanimously endorsed the Naropa proposal. Mark was directed to ask the Naropa students to give TCH and MHA a copy of the report.
