Paul Keaton opened the meeting opened at 6:15pm.
Barbara explained her changes to the Minutes of the 12/23 meeting.
Minutes Revision:
Barbara gave the report that in exchange for HUD dollars to help pay for the Park, TCH agreed to provide five pads as HOME sites (Hud regulated homes) Their money went to pay for these five pads. The owner of a HOME unit homesite needs to be someone with an affordable rent tier - 60% or under - who has qualified for that rent tier. As evidence, Thistle will use the original income certifications, and will be choosing among those owners who actually qualified for the tier that was assigned to them. In addition, the mobile home will not be inspected, but the tie-down will. Barbara will investigate the issue more and let us know what is expected for these HUD inspections. (Minutes were Amended 1/7/06).

Resident Manager’s Report given by Julie Morris:
DECEMBER 2005
The deadline for the 8 residents, who have not complied with required yard cleanup, has been extended until after the Holidays. Julie has talked to each resident involved.
Two sewer cleanouts have been completed. One of these resulted in major repairs to broken sewer line under home and extending into next lot.
One rent check found in parking lot east of here was returned to resident.
Resident in #143 concerned that cottonwood removed was not diseased. Julie has talked to Dave at Boulder Tree and he said the disease is in root system.
Two outside water faucets had to be replaced, due to cold weather. Also several residents called regarding frozen pipes in their homes.
The speed bumps are here, but have not been installed due to cold weather.
Two complaints regarding snowplow here when there was not enough snow to plow. Julie has talked to Ray Hummer regarding this matter.
Warning notices were placed on four cars and a boat for expired licenses.
RESIDENT MANAGER REPORT
January 2006
One sewer cleanout was completed. Garvin's was called to cleanout this same area in December and they deducted the footage and credited us on this job.
Two outside water faucets had to be replaced due to broken pipes. Roger was called for the repair. Also, a faucet in the main south water turnoff was leaking and this was repaired.
Five vehicles were ticketed for expired licenses. One asked for an extension until February because he is trying to get parts for his old truck. One got a current license. Two have been moved. One has a permit for January. Three more warnings have been posted on vehicles: Two for non-residents and they have both been moved and one for expired license.
The postman reported that the mail for lot #65 has not been picked up in several months. Julie observed someone leaving this home several weeks ago.
It was reported to us that the former renters in #177 have been prowling in yard. They have also used the washroom.
One noise complaint was reported and Loretta is sending the resident a letter regarding the incident.
Of the eight people who had not complied for required yard cleanup, we still have six that need work done. Julie needs help evaluating what we are going to require of them.

Rent check found at 31st and Pearl in a dust devil.
January Report:
Loretta stated that Hast & Co. needs direction on what we do with residents that do not follow the rules and how strong we are going to pursue violators.
Alex asked if Mapleton Park is free of constraints from the city in dealing with these matters? Loretta answered “For the most part , but it’s difficult to get code enforcement to do anything.
One person has come to the end of his money and can no longer pay rent. He lost his job and needs to know where to go get on his feet. Julie was given the appropriate agencies to help this man by Barbara Navin.
Julie ended her report and left at 6:50pm.
Loretta Gave Property Manager’s Report:
Budget Report:
Income collection good; expenses were under budget by $4965.00. Expenses were not as great as budgeted except for utilities was $500 over. Insurance had not paid the umbrella coverage yet. The $1900 budgeted for commercial liability insurance is just now being paid. Took a long time for Taggart Insurance to get it taken care of. This bill we be paid in January and will show up next month.
Total budget and repair we are under $11,100. Total operating budget under by 5000.
Collection:
In October more than 7 people owed over $1000. Over 90 days in December was $16,000 in January $13,000. Six residents are over 90 days in arrears but three are in dispute..

Overall, we are making good progress on collections.
A resident’s home is still in storage as we go through the steps to have it condemned and destroyed. A representative from Five Star Realty will go out to Brighton and find the VIN number, then we can go to the motor vehicle department to have it declared an abandoned home.
Letter to Douglas Sullivan to fix the problems concerned with the ACC Goose Creek constriction. Letter to be amended that they give us a completion date, how and when they will be done. Loretta will send out the letter January 24.
Infrastructure is still where it was four weeks ago. We are waiting on city approval of technical documents. At the same time, Aaron Miripol will be meeting with the officers of X-cel Corporation in Minneapolis to see if they will be willing to donate the labor and materials for new electrical and gas at Mapleton Park.
They are no longer meeting every two weeks. We still do not have Management Chair. We will continue to run by committee until a Management Committee Chair is elected at the April Quarterly meeting.
The MHA Executive Board met via the internet and approved the change of the MHA’s fiscal year from January to December to match TCH’s fiscal year, October 1st to September 30th. MHA Treasurer Silvia Gentile will notify the MHA’s accountant.
We still have people who have not yet signed leases. The MHA and TCH approved the following the steps to help people sign their leases.
Step one: go door to door and make in person contact with people who have not signed leases and try and get them to sign leases.
Step two: take the people who haven’t signed yet and send them a letter saying we haven’t received a lease, therefore your rent will go to market rate and we wish you to understand that since you have not signed a lease you are now a tenant at will, and will be incumbent upon you to abide by the attached document, including the lease and the rules and regulations. You can still come in within 30 days to sign a lease.
TCH is hosting a national CLT conference in July and we will have a host presence to welcome people from all over the country and introduce them to Boulder. The theme is sustainability. Val and Alex and Mark will help with the hosting. The dates are July 12-15th
Barbara will put together the CLT exception policy and send it to Mark for inclusion in the Mapleton Mobile-izer.
