Congratulations to all of us, and especially to you, the residents of Mapleton Mobile Home Park! After years of discussion and work, the Park is now under your control. The City's role is now scaled back to a simple monitoring of permanent affordability, so you won't be hearing from us in the future. We're confident that under your management the Park will continue to provide enjoyable and affordable housing opportunities for Boulder. Thanks again for your hard work, patience and support. Minutes of the Winter Quarterly Meeting of the MHA
Mapleton Home Association Quarterly Meeting, October 24, 2004 5:-6:00 p.m., Unity Church Folsom & Valmont. Meeting began at 5:10
MHA President Mark Reeder opened the meeting by reading the rules of the Quarterly meeting and then announcing the agenda. The Agenda was voting on the new MHA By-laws and updates by Thistle Community Housing.
Mark told the residents that the new MHA By-laws had been passed out to the residents of Mapleton Mobile Home Park two weeks earlier so they all received a copy.He then thanked Mapleton Park resident, John Hollin, for the extensive work John performed in going over the By-laws and pointing out those areas that needed to be revised. Next, Mark thanked the members of the Executive Board, Steering Committee and Management Committee for the time they took in revising the Bylaws.
Mark opened the floor to discusion of the Bylaws.
A question was asked about the number of people on the Executive Board. Mark answered that five people were on the board, including, President, Vice President, Secretary, Treasurer and Management Committee Chairperson. At the upcoming April election, residents would be voting for a Management Committee Chairperson for the first time.
Resident Ben Jensen then explained that the new By-laws reflected the change from the original intention of the by-laws to be used for a Limited Equity Co-op and the need for Buy-laws to be used for inclusion in the Thistle Community Housing Community Land Trust.
When there were no further comments, Mark closed the floor for discussion. Ben Jensen then motioned for a vote on approving the new By-laws for the Mapleton Home Association. Jonathan Machen seconded the motion. Mark called for a show of hands in support of the motion and then for a show of hands against the motion. The motion passed. Don Lucas then asked that the minutes show the motion passed by unanimous acclamation.
Mark then turned the floor over the Etta Habegger and Bill Windsor of TCH.
Etta gave a brief overview of the new leases and rent tiers. She stated that TCH was working hard to get the new leases available by February. In addition, she stated there would be a floating timetable for the leases to become active. Residents who signed their leases right away could expect their new rent to be effective as early as March 1st. Residents who took their time could see their new rents begin as late as May 1st.
Bill Windsor gave an update on the infrastructure work. Bill stated that TCH and the MHA were working together on plans for the infrastructure work. The work would be done in phases. The hope was to begin this spring, perhaps as early as April and for the construction to take until December. However, no one could estimate with any certainty just how long the construction would take. He cautioned the residents that it could take as long as a year. One of the issues concerning construction was the removal of trees for new utility hookups. TCH and MHA representatives were working with the design engineers to minimize the impact of the construction on the trees in Mapleton Park. Trees to be removed would be marked with orange ribbons tied around them. Mark Reeder then explained that MHA volunteers would talk with residents to see if they wanted the trees replaced after the construction was finished. Homeowners would then be contacted to see if they wanted to have the trees replaced afterwards.
Bill and Etta then sat down and Mark Reeder spoke to the residents about upcoming elections. He said there would be elections for President and Secretary and the MHA was looking for volunteers to fill those positions. He also stated that the new Executive Board position of Management Committee Chair would be voted on as well.
Mark then reminded residents that there would be another general meeting of the MHA on Sunday, January 30th, 5pm at Wash House Plaza in Mapleton Park. The agenda would be a second vote of the By-laws. The second vote was necessary because the current By-laws state that for the By-laws to be amended they must be passed by two consecutive votes of the residents at quarterly or general meetings.
Mark then asked if there was any resident commentary. When no residents stood for commentary he adjourned the meeting at 6pm.

Minutes of the General Meeting of the MHA
January 30th 2005
President Mark Reeder called to order the general meeting of the MHA at 5:05pm Sunday, January 30th, 2005 at Wash House Plaza in the Park. The only order of business was voting on the new By-laws for the Mapleton Home association. According to the current By-laws, new By-laws must be approved in two consecutive quarterly or general meetings of the MHA. The new By-laws had been passed by unanimous consent at the January 23rd Quarterly Meeting. Mark opened the floor for discussion. There was none. he then asked if someone would call a motion to vote approval or denial of the new By-laws. MHA Secretary, Nick Tamm, called a motion to vote approval for the new By-laws. Resident Gene Langlois seconded the motion. The motion passed unanimously . The new By-laws were approved a second time and became the official By-laws of the MHA.
Mark Reeder adjourned the meeting at 5:15.

I will be stepping down as President of the MHA this April. This is my third term as President and I suppose I’ve pretty much worn out my welcome by now. Or as Debbie Kranzler once said on a project we were working on, “I guess we’ve done about as much damage as we can. It’s time to bow out gracefully.”
Seriously, being President of the MHA has been one of the finest jobs I have ever had. It was one of the easiest too. With all the fine volunteers and the great work they did, I didn’t have to do much more than attend a few meetings and bang the gavel at the Quarterly Meetings.
Now, one chapter ends and a new one begins. We are officially part of the Thistle CLT, and we are managing ourselves. For the last 9 years the residents have worked through their homeowner’s association to make this dream come true. It has been a long time but the rewards have been worth the work. I want to thank all the people from Mapleton Park, Thistle Community Housing and Housing and Human Services Staff, City Council members and Boulder’s City Managers of the last nine years for their help and support in making this project a reality. The number of people and the thousands of hours put into this project are the reason it was a success.
The MHA will hold elections this spring for Executive Board positions of President, Secretary and Management Committee Chair. Nick Tamm, filling out Lori Anderegg’s term, is standing for Secretary. Jonathan Machen will be running for Management Committee Chair. So far no one has thrown his or her hat into the ring for President. Any resident interested in running for an Executive Board position, please give your information to MHA Vice President, Tammy Lynn.
