Debbie Feustel, president, called the meeting to order. Rules of Conduct were read. Debbie reminded residents that the $5 annual dues are due. New resident Kathy Westphal (#72) invited all residents to join a new MHA leads group that will be held at the Starbucks in the 28th and Iris Safeway location. Meetings will be held Mondays at 10:00 am. The following people were recognized and thanked for their participation and service to the MHA: Past Presidents Mark Reeder and Ben Jensen, and Alex Wilson previous Vice President. Tammy Lynn was voted into office as our new Vice President. Sylvia Gentile was voted into office as our new Treasurer. The business portion of the meeting was then ended. The remaining time was used by Thistle to explain the income certification process and answer questions. The prospective closing date is the end of June. Thistle is asking residents to gather their income qualification information and submit it to Thistle by May 21st. This will enable Thistle to see approximately how many homes will be in each rent tier and to be able to get solid figures for rents. This information will then be passed along to residents who will then be able to choose which rent tier they will be in. Under the current affordability plan there is no price-capping on homes. Owners would be able to sell to prospective buyers who are in the same AMI (or lower AMI's) for whatever price they could get. For more specific information about the affordability plan please refer to the kiosks or contact 303 443-0007 x105. There is an exit clause available in the case where an owner who has met a specified time requirement and is asking a reasonable price for their home could accept an offer from a prospective buyer whose income level is one tier level higher than the owner's income level. Questions were raised regarding future household member or income changes. Thistle reassured that income qualification would happen only once. There might be an option to swap tiers with other residents in the future. This would require income certification.

Tuesday May 11 6:30pm Saturday May 15 11am Sunday May 16 5:30pm Thursday May 20 noon
Your participation in one of these rent tier options is necessary for Thistle to buy the Park, for the residents to lease the Park from Thistle and to oversee management.
RENT TIER OPTIONS
OPTION 1: If you are considering joining an affordable rent tier by qualifying for a specific tier based on your income and assets, 1. Send in COPIES of your required documents to Thistle to verify your income and assets and determine your affordability tier 2. Attend a CLT meeting to understand affordability and resale information 3. Attend a MHA Rules & Regs meeting to understand new policies & new lot lease 4. Copy of your title to Thistle 5. Understand and sign your new lot lease and the affordability addendum OPTION 2: If you are considering joining the "top tier" affordable rent tier, 1. You do not need to income and asset qualify with Thistle, but you do need to sign the form stating that you are choosing the "top tier" affordable rent tier, and turn this into Thistle 2. Attend a CLT meeting to understand affordability and resale information 3. Attend a MHA Rules & Regs meeting to understand new policies & new lot lease 4. Copy of your title to Thistle 5. Understand and sign your new lot lease and the affordability addendum OPTIONS 3: If you are considering joining the market rate tier, 1. You do not need to income and asset qualify with Thistle, but you do need to sign the form stating that you are choosing market rate and turn it in to Thistle 2. Attend a MHA Rules & Regs meeting to understand new policies & the new lot lease 3. Copy of your title to Thistle 4. Understand and sign your new lot lease

At Sunday's MHA Spring Quarterly Meeting, Thistle Community Housing Representatives, Etta Habbegger and Jim Harrington, with MHA former President Ben Jensen, made an impressive presentation on the intricacies of income certification, simplifying the process. Meeting notes and an explanation of the process are inside the Mapleton Mobile-izer. Please read them carefully. Residents who have questions are encouraged to call Thistle Community Housing. (303-443-0007). Special get togethers for all residents will be held at Unity Church to explain income certification. Dates and times are on page 3.


How to Obtain a Title Certification for Your Mobile Home

With the transfer of Park ownership to Thistle Community Housing, regardless of your choice in rent tier, residents will need to have copies of their financial information as well as the title certificate to their mobile homes to give to Thistle Community Housing. Please check your records to see if you have a current title to your mobile home. If not, it is an easy process of going to the County Clerk's Office and obtaining one. Please do so as soon as possible since the process may take a couple of weeks. In order to be qualified as resident owners in Mapleton, we must have proof of ownership, so we will need to provide an Original Title for our Mobile Homes. If any resident currently doesn't have a title, it isn't too difficult to get one. Everyone's situation will be a bit different, but the steps are similar for everyone and aren't too difficult, though they may be time consuming. Go to the Motor Vehicles Office (1750 33rd Street) and ask for a duplicate title for your mobile home. You will need to bring some form of I.D. with you. The state requires a United States form of citizenship identification, birth certificate, passport, etc. and the VIN (Vehicle Identification Number) for your home. Usually, the State of Colorado computerized system will be able to locate your title at a cost of $8.20 and provide you with a title over the counter. If they aren't able to provide immediately, the process can take up to six (6) weeks to be mailed to you. NOTE: Foreign Status takes longer. Some residents may first need to obtain a transfer of ownership, if they are living in a home that originally belonged to someone else and they did not get a title transfer at the time of purchase from that person. This process is a bit more involved and will take more time. The steps are these: 1. Go to the County Clerk's Office (in the old courthouse on Pearl Street Mall) and get a statement of paid ad valorem taxes. These are the annual property taxes that we all pay for our trailers. 2. Then go to Motor Vehicles Office (1750 33rd Street) and present the previous owner's title transferring the home into your name. Cost of Transferring Title, depending on circumstances, is usually $9.20. After getting the Transfer, the resident will have to get a new title issued in his or her name at a cost of $8.20. The new title will be mailed to your home. The whole process can take up to six weeks to receive your new title, so please act quickly. Finally, If you have a loan on your home a duplicate title cannot be provided because your lender has title. However, the State can issue what is known as a Title Receipt Duplicate for the cost of $2.20.

Getting closer and closer! As we near the sale of the Park to Thistle/MHA, we're starting to check things off the list. As you know, MHA, the City and Thistle created a plan that keeps rents reasonable and ensures the permanent affordability of the homes in the Park. In addition, the City and Thistle have negotiated a warranty and maintenance agreement for the City-constructed sewer lines. We're also prepared to complete the Site Review approval, which will allow home replacements. While there's still plenty of work left, as we finish things one by one we're making definite progress toward closing. On to the final push! Longtime MHA Activist Alex Wilson Steps down from Vice Presidency

Alex Wilson stepped down after two terms as Vice President of the MHA. Alex will continue his duties as a member of the Management Committee and the Canvassing Committee. Alex was one of the original founders of the MHA, Mark Reeder told the Mobile-izer. Because of his participation, the MHA is a much better organization than it might have been.

Tammy Lynn stepped up from her position as Treasurer to Vice President. Tammy has been instrumental in setting up the finances of the MHA, working closely with Finance Committee chair, Silvia Gentile. Silvia, who served as Treasurer from 1998-2002 won election as Treasurer again.

Let's Talk Fences

Spring is trying to spring and planting, deer, vegetables and flowers are on many people's minds. Since these four things don't really go together, people's thoughts drift to ways to keep them separate. Fences, in Mapleton, are a sticky wicket. The infrastructure is coming, the infrastructure is coming, and with it lots of upheaval. The Management Committee knows that temporary fences will be put up this year to keep deer out. It also knows that some residents may want to put up a fence that is NOT temporary. Please remember, if you are considering a fence: 1) you need to submit a request to Hast (which can be downloaded from the Mapleton Website), 2) if it is permanent, then you will need a City of Boulder permit, 3) if it needs to come down during the infrastructure, then it comes down and rebuilt at your expense. Please, be sure to get permission to avoid any unpleasant surprises. Mapleton has been blessed with many folks who care enough to help make this dream of a secure, resident managed park a reality. Some of you will be meeting some of these unsung heroes as canvassers go door-to-door. Eleven folks have stepped up to the plate to ensure that everyone turns in their income certification information to Thistle on time. Wouldn't it be a wonder if they had nothing to do?
